The Middleton Railway in Leeds was the first preserved railway to be run by volunteers. It is also the oldest woking railway established by an act of Parliment. The railway today runs steam and diesel trains throughout the year. Check the railways website: http://www.middletonrailway.org.uk/index.htm for more details.
